In Laos, there are two state-run lotteries: the national lottery and the provincial lotteries. The national lottery is regulated by the Ministry of Finance. The provincial lotteries are overseen by the ministries of public security and economic development. The government recently issued a directive aimed at improving transparency and control over the state-run lottery system. The directive stipulates that drawings from the state lottery must be reduced to one per week and winnings must be handled in a more transparent manner. It also orders the national and provincial lottery commissions to cooperate with the Ministry of Justice. The directive also calls for the introduction of new gambling games and a reduction in the amount of money spent on marketing. It is not clear how the directive will be enforced in practice, however.
A number of other countries have regulated the operation of lotteries. In Australia, for example, the national lottery is operated by the Australian Lottery and Sports Turf Corporation. Its games include Lotto 6/49, Lotto Max and Daily Grand. Lottery profits are distributed by the government through the Lottery Grants Board to a number of different organizations, including sport and recreation, community, arts and culture.
In Liechtenstein, the International Lottery Foundation (ILLF) operates Internet lotteries. It pioneered Internet gaming, and processed the first online lottery transaction. The ILLF supports charitable projects and organizations domestically and internationally. ILLF was founded in 1995 and is a registered charity. The Foundation is governed by a board of directors. Its chairman is Ernst von Siemens, CEO of Siemens AG. The Foundation is a member of the European Lottery Association, which has a Code of Conduct for its members. It also is a member of the World Lottery Association, whose Code of Ethics was developed by leading international lottery providers and operators. The code of conduct sets out the minimum standards for member lotteries to follow in order to maintain a high level of integrity and ethical standards.
