Lottery is a popular form of gambling where participants choose numbers to win prizes. The odds of winning depend on how many tickets are sold and the size of the prize. Many lottery games are administered by state or provincial governments. Some are conducted exclusively on paper while others are played on the Internet. Some are even run by private entities such as churches and schools. In Canada, for example, the lottery is administered by the Interprovincial Lottery Corporation. It operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The Interprovincial Lottery Corporation is a consortium of five regional lottery commissions owned by the provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).

In Laos, the government oversees a legal state lottery, but private business interests have also taken over some operations. “The majority of companies responsible for the national lottery have ties to Laos’ ruling elite,” one state official told RFA on condition of anonymity. The official said he did not know how much money these businesses pay the state each year to operate its lottery.

The Lao government recently sent a directive to the Ministry of Finance requiring it to work with the ministry of public security to improve management of state lotteries. The directive aims to reduce the number of state lottery drawings to one a week and handle winnings in a more transparent manner, RFA’s source said. It also calls for the elimination of informal football lotteries and lottery chances purchased through short messaging service.

In the United States, lotteries are regulated by the state. Some state legislatures regulate the sale of lotteries by establishing minimum percentages of proceeds that must be distributed to education and law enforcement, while others prohibit the sales of any type of lottery. Many state governments also license resale outlets for the sale of lottery products. In addition, the state of Texas has established a system whereby it reimburses licensed lottery vendors for a portion of the profits they make on ticket sales.
