Lotteries are games of chance based on the distribution of prizes to participants, with winners determined by drawing or a random selection process. Laos has a legal state lottery run by the Ministry of Finance. But officials there have been accused of rigging the system to avoid large pay-outs. During the last lottery drawing, for example, winning numbers on purchased tickets vanished and were replaced by numbers deemed unlucky, sources told RFA’s Lao Service. The ministry has responded by urging the state lottery’s management to work more closely with the ministry of public security and reduce the frequency of drawings from two to one per week, and to handle winners in a more transparent manner. It is also urging the state lottery to close informal football and lottery chances sold through short messaging services.

In Canada, the provinces operate their own lotteries. The four nationwide lotteries include the Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. Before 1967, buying a lottery ticket was illegal. In that year, the federal Liberal government passed an omnibus bill to update old laws.
