Despite being illegal in some places, lotteries are a common form of entertainment and can make substantial profits for the organizers and players. They also provide a source of taxation for governments. In addition, they can also be used to encourage economic growth and reduce crime in areas of high unemployment.

For Huong, a single mother who sells lottery tickets in Saigon, the lottery provides enough money to feed herself and her baby son. On good days she sells 250 tickets and makes a daily profit of about US-Dollars. On bad days, she struggles to survive with 180 tickets. Like thousands of other Vietnamese, she chose selling lottery tickets over the socially unacceptable act of begging.
