But sources in the communist nation tell RFA that officials are rigging the lottery system and manipulating winning numbers to avoid large pay-outs. The office of Prime Minister Thongloun Sisoulith recently sent a directive asking the ministry to work with the ministry of public security to address the issue. Drawings from the state lottery will be reduced to one a week and winnings will be handled more transparently, the directive says.
