The directive stipulates that the national lottery’s official drawings must be reduced from two to one per week and that the handling of winnings must be more transparent. In addition, informal football lotteries and lottery chances sold by short messaging services will be shut down.

For poor people in Vietnam, selling lottery tickets is the only way to earn a living. The social security system is not yet fully functional, so many people choose to sell lottery tickets rather than beg on the streets. On good days, a ticket seller can make 230 000 VN-Dong (11 US-Dollars) or more. Huong, a single mother of two young children, sells tickets for a local company that distributes the games. Every day, she and her partner Manh hustle around the city, trying to sell as many tickets as possible. On average, they earn about 10 000 VN-Dong (2 US-Cents) per day. This is enough to support their families. The two of them work a 16-hour shift and sometimes even sleep on the street to save money.
