Officials in the communist nation manipulate winning numbers to avoid paying out large prize sums, sources tell RFA’s Lao Service. One example took place on Oct. 14 this year when the number 509 appeared only on some tickets purchased throughout the day, but disappeared from all the winning tickets during the drawing, a source said.

While the government claims to have restored transparency to the state lottery system, some state officials and other critics say it’s not enough. Laos’s state lottery is owned and operated by a group of businesses that includes relatives of government officials and business elites, including some from the ruling Communist Party. These companies are expected to pay the state for the annual lottery concession.
