Some of these private lotteries operate in Special Economic Zones, which are usually leased by the government to boost foreign trade.

For many poor people in Vietnam, selling lottery tickets is their only source of income. In this way, they are able to earn up to US-Dollars per day, which is often enough to survive. For some people, the money they earn from lottery selling is much more comfortable than the socially detested act of begging. In addition, they can keep their identity secret by selling their tickets via text messaging. This is how Huong, a single mother from Saigon, makes her living. On good days, she sells 250 tickets a day, making a profit of about 11 US-Dollars. On bad days, she sells only 180 tickets.
