Laos’ national lottery is rigged and officials manipulate drawings to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. In a recent drawing, for example, the number 509 appeared only as a five on purchased tickets throughout the day of the drawing and then suddenly changed to 134 just 10 minutes before the announcement was broadcast over the radio.

A former Lao deputy finance minister speaking on condition of anonymity told RFA that business interests with a stake in the national lottery have connections to members of the ruling elite. Those with a stake in the lottery are not telling the truth about how much they are paying to operate it, he said.
