In one incident in October, the winning number 509 was displayed on only a handful of tickets sold throughout the day of the drawing. It was then changed only an hour before the draw to 662, the source said.
The legal status of gambling in Laos is complicated. Although it is officially illegal, the country has a number of Special Economic Zones where it is allowed.
