Playing the Lottery Online in Laos

Lotteries are government-sponsored games of chance where participants have a chance to win money or prizes. They are a popular source of public revenue in many countries. In the United States, the state-run National Lottery generates more than $90 billion in annual proceeds for public education and other purposes. There are also private lotteries that raise funds for specific causes or organizations. Some of these are run by charities and others are operated by commercial gaming companies.

Online lottery games are becoming more common in Laos as the internet continues to expand and become accessible. Many people are now able to play the game from the comfort of their homes. However, the legality of these games is unclear. Laos does not have laws that specifically prohibit online gambling or lottery sites. Nevertheless, there are concerns over whether these websites comply with government regulations regarding the sale of tickets and winnings.

Various sources in the communist country of Laos say that officials in charge of the national lottery are rigging the system, manipulating winning numbers to avoid large pay-outs. Drawings frequently show numbers that disappear from purchased tickets or are deemed unlucky, a Lao resident living in the capital of Vientiane told RFA’s Lao Service.

Canada has four nationwide lottery games—Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, which is a consortium of five regional lottery corporations owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories) and British Columbia Lottery Corporation (British Columbia). There are also a few privately run lotteries in Canada.

In the United Kingdom, there are state-run games of chance such as the National Lottery and the EuroMillions lottery, while the UK Health Lottery is a private company. The UK is also home to the world’s oldest operating charity lottery, the St. John’s Ambulance Fund.

The Lottery for the Arts is a unique fundraising event at Blue Line Arts that offers high-value artworks and unique prizes to art enthusiasts. Proceeds from the event go to support educational and outreach programs at Blue Line Arts. Tickets can be purchased online and in person at the gallery until Friday, Nov. 23. Those who have not already applied for the Lottery for the Arts are encouraged to do so now. The Lottery for the Arts is open to anyone regardless of school choice, but sibling priority is given to those whose names appear first on the application list.
