The officials added that the companies responsible for the lottery’s operations include members of the families of former prime minister Thongsing and Khamtay Siphandone, and they are not being transparent about how much they charge the government to operate the lottery.

Unlike other countries where the government regulates the state lottery, New Zealand has an autonomous Crown entity, Lotto NZ, that is responsible for its operations. Lotto NZ’s profits are distributed through the Lottery Grants Board to a variety of community organizations, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission.
