For many poor Vietnamese people, selling lottery tickets is their only source of income. The country’s social security systems are not yet able to handle the needs of the nation’s less fortunate citizens. Hence, they prefer to sell lottery tickets over the socially detested act of begging. On lucky days, a lottery ticket seller can make up to 230 000 VN-Dong (10 US-Dollars). This amount is not much but it gives them a chance to survive as Huong, a single mother from Saigon, reveals.

In the United States, state governments run a series of national and regional lotteries. In addition, private lotteries are also regulated by federal law. Some private lotteries are operated by professional organizations, while others are run by individual businesses. Lottery profits are primarily used to fund education and public services.

While the idea of a lottery is not new, modern computer technology has revolutionized the way they work. The New Zealand Lottery is a government controlled entity. Its profits are distributed by the New Zealand Lottery Grants Board to charities and community organizations.
