The state-owned company responsible for conducting the national lottery in Laos is rigging its system, sources in the communist country told RFA’s Lao Service on condition of anonymity. The company’s employees have ties to the ruling elite, they said. They are also accused of manipulating drawing results to avoid large pay-outs. During the recent Oct. 14 national lottery draw, the number 509 mysteriously vanished from the numbers on tickets sold throughout the day of the drawing. This number is associated in Laos with buffalo, a symbol of luck and fortune. It reappeared in the results only 10 minutes before the drawing was scheduled to take place.

A spokesman for the National Lottery, Sila Viengkeo, denied the allegations, saying that the company has strict rules to ensure fairness and transparency in the national lottery. He also emphasized that the company will strictly enforce its regulations on the sale and use of lottery tickets, adding that any violations will be punished.

In the United States, a major portion of lottery revenues are used to fund public education systems. Some states use a portion of their lottery profits to supplement local government budgets. In addition, some lotteries support charitable projects and organizations both in the US and internationally.

Many people in poor countries, such as Vietnam, earn a living by selling lottery tickets. On a good day, one ticket seller can make up to 230 000 VN-Dong (about 10 US-Dollars). For some of them, it is much better than the socially detested act of begging.

Several companies operate online lotteries worldwide. GTech Corporation, based in West Greenwich, Rhode Island, administers 70% of the world’s instant and online lottery business, according to its website. Instant games are a big source of lottery revenues, especially in the US, where keno and video lottery terminals (VLTs) have replaced traditional scratch cards.

Some governments have prohibited Internet lotteries, while others endorse them as legal forms of gaming. Nonetheless, there are still illegal Internet sites that promote the sale of lottery-style games for premiums over base lottery prices.
