Lao officials are rigging the national lottery system by manipulating winning numbers, sources in the communist country tell RFA’s Lao Service. Drawings of the national lottery, held three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be selected, the sources say. In one case, the winning number of 509 in a Oct. 14 drawing was listed as 134 on the tickets sold throughout the day of the draw, but it was changed to a number less desirable just an hour before the drawing was conducted, they add.

A state official speaking on condition of anonymity told RFA that a directive issued by the office of Prime Minister Thongloun Sisoulith on Aug. 17 ordered the Ministry of Finance to work with other ministries to improve the transparency of the lottery system and ensure that it is not being rigged. The official said the directive also orders that the lottery drawing schedule be reduced from two to one per week and that informal football lotteries and lottery chances bought through short messaging services be closed down.

The Internet has enabled many new types of lottery-style games to be created, often without a central authority or regulatory structure. These games can be played on the Internet or through mobile phones, and are increasingly popular in developing countries. The largest supplier of these games is GTech Corporation, based in West Greenwich, Rhode Island, which administers 70% of worldwide online and instant lottery business. Other major suppliers are IGT, Scientific Games and TLC Worldwide.
