Currently, the National Lottery is managed by the government, but it is not publicly operated. There are no rules prohibiting the operation of a privately run lottery, but it is not permitted to advertise or distribute tickets. Its main source of revenue is its annual jackpot, which is usually more than 100 million francs.

The Spanish Christmas Lottery is the largest European lottery, with a jackpot of more than EUR2.4 billion. Its top prize is split between winners, and the jackpot will not increase if multiple winners are selected. The lottery is regulated by the country’s gambling authority, Loterias y Apuestas del Estado.

A spokesman for the ministry told RFA’s Lao Service that there were concerns that the national lottery was not being transparent, but that action is being taken to address this issue. The spokesman said that illegal lotteries that use names of foreign countries and operate through the Internet will be targeted.

While gambling is considered illegal in Laos, the government allows it in Special Economic Zones, which are leased out by the government to boost foreign trade. There are also three casino resorts and a handful of land-based betting offices. International bookmakers, such as 1xBet, are available in the country and provide Laotians with a range of sports betting options. In addition, online betting is widely available and unmonitored. This is not a problem for Laotians, as the authorities have no intention of blocking access to overseas bookmakers. Moreover, the authorities don’t seem to bother about land-based casinos. As a result, many Laotians end up betting on international bookies.
