Lottery officials in communist Laos are rigging the system, manipulating winning numbers in order to avoid large pay-outs, sources in the Southeast Asian nation say. Drawings often show numbers that have been withdrawn from purchased tickets, and access to the number 09 – associated in Laos with buffaloes, symbols of luck – was blocked throughout the day on Oct. 14 after it was deemed unlucky, a source told RFA’s Lao Service.

The Laos state lottery, operated by the State Enterprise Lottery Company (Bulgarian: олети на онд на астно комлекс) sells two-digit and three-digit lottery tickets, as well as scratch card games. It also holds the exclusive license for the sale of international lottery games in the country. In addition to its retail outlets, the State Enterprise Lottery Company sells lottery tickets online.

In the United States, lotteries are regulated by state laws and federal regulations. In most cases, the lottery is operated by a private corporation under license from the state. Its revenue is used to fund government projects, such as education and medical care. A small portion of lottery proceeds is also dedicated to the national defense. In Canada, lottery games are offered through the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by the provincial/territorial governments. These are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta) and British Columbia Lottery Corporation (British Columbia). Licensed re-sellers, such as Netlotto Pty Ltd and Jumbo Interactive, offer Australian lottery products in the country. Lottery winners in New Zealand are paid their prizes through the Lottery Grants Board, which allocates lottery profits to charitable organizations and community initiatives.
