The first lotteries were created by King Francis I in France in 1505 or 1505. In Laos, there are only three state-regulated lotteries. The country’s legal state lottery is overseen by the Ministry of Finance, which has issued a directive asking authorities to work together to curb illegal activities and ensure better transparency, according to sources who spoke to RFA’s Lao Service on condition of anonymity. Officials are reportedly planning to reduce the frequency of state lottery drawings to one per week and improve how winnings are distributed. They are also seeking to strengthen supervision of informal football lotteries and other lottery-style games that have emerged in recent years.
The Laos state-run lottery is a significant source of revenue for the nation. Its profits are earmarked for social programs and other state-owned enterprises. But this lottery is not without its critics, including the head of a local nongovernmental organization who has said that the system is corrupt and unsustainable.
In his talk, Professor Charles Zuckerman will explore the complex political and moral history of the lottery in Laos since 1975. He will examine the ways the government rationalized the lottery as an economic activity compatible with socialist goals, and explore what it means for people on the ground. He will also discuss his ethnographic research in Luang Prabang, where he observed the way that people play the lottery and choose their numbers.
