A lottery salesman told RFA’s Lao Service that the company that runs the lottery knows which numbers people choose and can manipulate the result.

In response to these concerns, a directive was sent on Aug. 17 from the office of Prime Minister Thongloun Sisoulith, instructing the Ministry of Finance and other agencies to better manage the legal state lottery and to prevent tampering with results. The directive states that the number of drawings should be reduced to one a week and that winnings should be handled in a more transparent manner. It also states that informal football and lottery chances purchased via short messaging services should be shut down. Whether or not the directive will be enforced remains to be seen.
