The government has recently come under increasing scrutiny over the lottery system. A series of scandals involving state lottery officials rigging the system to avoid large pay-outs have led to public anger. They argue that the Lao state lottery should be 100 percent managed by the government.

A government official who asked to be anonymous told RFA that private business interests have a stake in the lottery’s work, and they are avoiding paying taxes on their profits. He said it is not clear how much money the companies responsible for the lottery pay to the state annually for their concession. Nor is the public told how much of the proceeds from the lottery are earmarked for charity. The official added that the companies are able to get away with their practices because they have political connections.

In Vietnam, a single mother selling lottery tickets can make 230 000 VN-Dong per day ($10 US-Dollars). This is not enough to support the family, but it is still better than begging, which is socially detested in this country. In addition, it is more convenient than working a factory or an office job. In most cases, people choose to sell lottery tickets over other forms of generating income. The lottery industry in Vietnam is growing rapidly, and there are now more than 3,000 outlets across the country.
