These companies are licensed at a state or territory level and include government-owned or operated lotteries, as well as independent companies that are licensed to resell official state-sponsored lotteries. They have also expanded their operations to include e-commerce and online gambling.

Some state-sponsored lotteries in the United States use an escrow system to verify winners’ identities and protect the integrity of the game. This is a major factor in the success of these lotteries and is one reason why they have grown in popularity. Others, such as the New York Lottery, use a random selection process.

In Laos, the official state lottery is rigged, sources tell RFA’s Lao Service. For example, on Oct. 14, the winning number 509 appeared only as a five on purchased tickets throughout the day before the drawing, but disappeared shortly before the number was announced.

In Vietnam, selling lottery tickets is a source of income for many poor people. As the country’s social security systems aren’t yet capable of providing assistance to those living below the poverty line, they choose to sell lottery tickets instead of engaging in the socially detested practice of begging. On a good day, a lottery ticket seller can make 230 000 VN-Dong, or 10 U.S. dollars, a significant increase over what they would receive if they sold food at the local market.
