These are administered by an autonomous Crown entity called Lotto New Zealand. The proceeds of these lotteries are distributed by the New Zealand Lottery Grants Board to sport and recreation, arts and culture, and community organizations.

The Laos government is trying to improve the transparency of its national lottery, but accusations of graft and mismanagement persist. A company called Insee Trading, which operates the national lottery, is accused of churning out the most popular numbers and giving away prizes to its own employees. The company has a contract with the state, but the public is not told how much it pays and no one inspects its activities.

A Vientiane resident who follows the lottery told RFA that in the latest drawing, he had intended to pick the number 354, which is associated with the cat in Laos culture. But he says access to the number was cut off for most of the day, and it was only restored an hour before the drawing began. He also said he had noticed that the weight of each ball was different, and that the heavier balls fell into the hole more quickly than others.

A spokesperson for the Lottery Authority of the Laos Ministry of Finance told RFA that the government has ordered Insee to correct these issues, but it is not clear what steps will be taken to restore public confidence in the national lottery. The official added that if the situation worsens, the government may rethink its decision to allow Insee to manage the national lottery.
