Laos, meanwhile, has a legal state lottery, but officials are accused of rigging the system. Drawings regularly show numbers that vanish from purchased tickets or are deemed unlucky and thus unlikely to be chosen, sources in Vientiane say. For example, on Oct. 14 this year, the winning number 509 appeared only as 5 on some tickets purchased throughout the day of the drawing.

For many poor Vietnamese people, selling lottery tickets is their only source of income. This is especially true in Saigon, where there are about 20,000 lottery ticket sellers. These sellers earn about 230 000 VND-Dong (US-Dollars) per day on average, which is enough to support their families. They prefer this kind of work over the socially detested act of begging. For them, it is a better way to survive than working in illegal jobs such as prostitution and drug dealing. It is also a good way to avoid being arrested.
