Drawings in the national lottery, which are held three times a week, frequently show numbers that vanish from purchased tickets or are deemed unlucky. In a drawing on Oct. 14, for example, the number 09 appeared only as 5 on purchased tickets throughout the day of the drawing, and was later changed to 134.

The company behind the lottery, which is overseen by the Ministry of Finance, has business ties to members of the ruling elite, sources tell RFA. A business official from the province of Hanoi told our correspondent that business interests with a stake in the lottery have also made contributions to political parties and government ministries. The official said that the Aug. 17 directive issued by the office of Prime Minister Thongloun Sisoulith aims to reduce drawings from the state lottery to one a week and handle winnings in a more transparent manner.
