These games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon and Nunavut).

In Laos, officials in the communist country’s national lottery have been accused of rigging the system to avoid large pay-outs to lucky winners. A source in the capital Vientiane told RFA’s Lao Service that lottery numbers sometimes disappear from purchased tickets before a drawing. For example, the number 09 appeared as 5 on tickets throughout the day of a drawing on Oct. 14 this year, but then reappeared as the winning number on the official broadcast just an hour before the drawing. The source said this was done to discourage large payouts that could jeopardize the company’s control of the lottery.
