Lottery online is a gambling industry that operates internet-based lottery games. It includes both state-controlled and private-sector organizations. Private lotteries typically offer a smaller prize pool, but are not subject to the same regulatory oversight as state-run games. Internet-based lotteries are popular among the young and mobile populations. The earliest examples of online lottery games were instant scratch-offs and skill-based games. They later evolved into more traditional forms, including electronic gaming devices. The International Lottery Foundation (ILLF) pioneered Internet lottery operations, processing the first ever online lotto transaction in 1995. In addition to conducting a lottery, the ILLF supports charitable projects and organizations domestically and internationally.

The legal status of lotteries is a complex matter in Laos. Gambling is generally illegal, but there are special economic zones where it is allowed. In addition, players from Laos are accepted at numerous offshore casinos where lotteries are legal.

On good days Huong sells 250 tickets per day, earning about 11 US-Dollars. On bad days the number of tickets sold is much lower and her daily profit drops to just 8 US-Dollars. She and her husband Manh work a 16-hour shift together, and they can only survive with the money that they make selling lottery tickets.

A source close to the Lottery Commission in Hanoi told RFA that the government should take back control of the national lottery. It is currently run by business interests with ties to the country’s ruling elite. The companies involved are not transparent and the public is not told how much they pay for the right to operate the lottery.

The world’s largest lottery is the EuroMillions, which has a top prize/jackpot of about EUR2.4 billion. It is managed by the European Lottery operator Camelot Group, which has subsidiaries in the UK and France. It is estimated that the EuroMillions generates more than USD5 billion in revenue each year, and its prizes are awarded to up to 180 winning tickets.

In the United States, lotteries are regulated by state and federal law. Most states require that a percentage of the proceeds from a lottery be used for education. However, a small number of states allow a portion of the profits to be used for other purposes.

In Canada, lottery games are operated by the Interprovincial Lottery Corporation, a consortium of five provincial/territorial government-owned and -controlled lottery corporations: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories, Nunavut) and Manitoba Liechtenstein Foundation (Manitoba). A small number of privately run companies offer Internet lotteries, which are not licensed or regulated by any jurisdiction in Canada or the United States.
