Playing the Lottery Online

Lotteries are games in which numbers or symbols are drawn at random and participants have a chance of winning. The prizes are usually cash, goods, or services. In the United States, state governments conduct lotteries, although a few private companies also operate them. The lottery system is used to raise funds for public projects such as schools, highways, and hospitals. It is also used to promote public awareness about gambling problems. In addition to the traditional lottery, many jurisdictions now offer online lotteries, allowing people to play from home or work.

In Canada, the legality of lottery systems is regulated at the provincial level. The Interprovincial Lottery Corporation, a consortium of the five regional lotteries owned by the provinces and territories, operates four nationwide lotteries: Lotto 6/49 (Newfoundland and Labrador, New Brunswick, Nova Scotia, Prince Edward Island), Lotto Max (replacing Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. Each lottery game has a different draw schedule. Lottery tickets are sold in convenience stores, at gas stations, and by mail order. They are also available on the Internet, where players can play for free or charge premiums on the base lottery price.

New Zealand has a national lottery that is controlled by an autonomous Crown entity, Lotto New Zealand. Its profits are distributed by the Lottery Grants Board to charities and community organizations. In addition, it offers four popular games: Lotto, Keno, Bullseye, and Instant Kiwi scratch card games.

While the official rules of lotteries prohibit governmental influence, Lao officials have been accused of manipulating results to avoid large pay-outs. The number 509 that appeared on numerous tickets purchased throughout the country for October 14’s drawing, for example, was allegedly substituted with the more lucky number 5. Lottery officials have denied rigging the results, but the public has little faith in the lottery’s integrity.

For some poor Vietnamese, selling lottery tickets is their only source of income. For Huong, a single mother from Saigon, the money she earns is enough to support her and her baby daughter. Her day starts with a breakfast of rice and vegetable soup, followed by 16 hours of struggling on the streets of the city. On good days, she sells about 250 tickets. On bad ones, she only makes 180. Still, this modest amount is much better than the socially detested act of begging. Reported by Ounkeo Souksavanh and Bounchanh Mouangkham for RFA’s Lao Service. Editing by Richard Finney.
