For example, the winning number for the Oct. 14 draw showed up only as 5 on tickets bought throughout the day after it was announced. This number is associated with the buffalo, a symbol of good luck in Laos, the source said.

In Canada, the interprovincial Lottery Corporation operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. In addition, the provinces of Manitoba, New Brunswick, Ontario, and Western Canada have their own provincial lotteries. The Canadian federal government allows private entities to operate and sell lottery services, such as instant tickets, keno, and video lottery terminals. Private lotteries are prohibited in Quebec, however.
