The bill was sponsored by the Liberal Party’s Minister of Justice, Pierre Trudeau.

There are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced the national lottery’s former Lotto Super 7 game in September 2009), Daily Grand and Millionaire Life. In addition, there are several private lotteries in Quebec.

In Laos, gambling is illegal, except in Special Economic Zones leased out by the government to boost foreign trade. But the government recently ordered its legal lottery to take steps to reduce unauthorized and informal football lotteries and lottery chances sold through short messaging services. Sources tell RFA that business interests involved in the lottery include members of the country’s ruling elite.

In a statement issued to RFA’s Lao Service, Prime Minister Thongloun Sisoulith called on the Ministry of Finance to work with the Ministry of Public Security to better manage the problem. He also asked the ministry to reduce the frequency of official lottery drawings and to handle winnings in a more transparent way. Lottery profits should be used for educational purposes, the prime minister said. Private business interests should not be allowed to manage the lottery, he added. “We need to have the government retake control of it.”
