Lotteries are games of chance in which numbers or symbols are drawn to determine the winners of prizes. Prizes can be cash, goods, services, or even real estate. Some lotteries are public, while others are private. In the United States, the state governments regulate the operation of the lotteries. The winning numbers often disappear from purchased tickets, or appear as other numbers deemed unlucky or unlikely to be chosen. In one example, the number 09 mysteriously appeared as 5 on Oct. 14 this year, after buyers had sought to purchase tickets with this number in anticipation of a big prize.

For many poor Vietnamese, selling lottery tickets is their only source of income. Their day begins at five in the morning, when they have a small breakfast of rice and vegetable soup. After that, they strive around Saigon, selling tickets for 16 hours a day. On good days, they can make about 230 000 VN-Dong (about 11 US-Dollars) in profit. On bad days, they make only 180 000 VN-Dong.
