In Laos, for example, the government has leased out Special Economic Zones where lotteries are legal. However, some business interests with connections to the ruling elite are suspected of rigging the lottery system. The winning numbers on lottery tickets sold in these zones are often different from the winning numbers shown on the official records, according to sources contacted by RFA’s Lao Service.

One such case happened on Oct. 14 this year, when the number 509 appeared only as a 5 on purchased lottery tickets throughout the day of the drawing. This was a popular number because it is associated with buffalo, a symbol of good luck in Laos. But access to the number was cut off after a few hours, when it became apparent that the ticket buyers had uncovered a fraud, the sources said.

The deputy finance minister and state lottery supervisor Sila Viengkeo denied that there is any tampering in the system, but conceded that some people have made false claims. He said the state would work to ensure that the lottery is a fair and honest business and that its workers are properly trained. The official also emphasized that the private businesses involved in the national lottery must pay for their own rent and electricity and should not profit from the operation.
