A lottery is a game of chance in which numbers are drawn to determine a prize. The prize can be money or goods. Lotteries are legal in many countries and are regulated by state governments. There are several types of lotteries, including public and private. In the United States, a number of states regulate lotteries and some allow players to buy tickets online. In addition to selling traditional lotto games, some states have introduced keno and video lottery terminals (slot machines in all but name). Instant scratch-off tickets have also become popular.

The National Lottery in England and Wales is operated by Camelot Group, the largest operator of lottery games in Europe. It is a not-for-profit company and supports charitable projects in the UK and internationally. It also operates the EuroMillions lottery, which offers European-wide prizes, with a minimum jackpot of EUR2 billion. In the European Union, there are several other large lotteries, such as the Irish Lottery and the Swiss Lottery.

In the communist nation of Laos, meanwhile, officials are accused of rigging the national lottery by manipulating drawings. The numbers that win are often unavailable on purchased tickets or show up only briefly during the drawing, a source in Vientiane told RFA’s Lao Service. In one case on Oct. 14 this year, a winning number—509—appeared on only a few tickets that day and then disappeared from the list shortly before the drawing.

These illegal lotteries are difficult to regulate because they are operated online, and the government does not know how much money is being lost, Bounchom Ubonpaseuth, the country’s finance minister, told lawmakers. But the government is working to stop them by targeting those who sell tickets and setting up a system that can trace and identify them, he said.

Those who sell the tickets are not registered or taxed, so their earnings vary widely. But for some, selling tickets is their only way to survive. Huong, a single mother who sells lottery tickets in Saigon, says she can earn up to 230 000 VN-Dong per day (about 10 US-Dollars). That’s enough for her and her baby daughter to eat and live comfortably. Moreover, it’s better than the socially detested act of begging.

Dokkeo, another Vietnamese lottery winner, plans to use her windfall to help family members and her neighbors. She’ll also buy a new house and spend some of the money on traveling. “I would love to go to South Korea, Japan, Vietnam—you name it,” she tells me. “I’ve been dreaming about it since I won the lottery.” Despite all her dreams, however, she still faces hardship. “If I didn’t have the money, I wouldn’t be able to buy food for my family,” she says. “I would have to beg, and I don’t want that.” She still struggles with bills and tries to find work, but she is optimistic about the future. “If I can make it one day, I’ll be a happy woman.” – Ounkeo Souksavanh, RFA’s Lao Service
