In the early 20th century, US patents were issued for new types of lotteries, such as the “voluntary tax” proposed by Montreal Mayor Jean Drapeau.

After winning the lottery, Dokkeo said her first priority was to share her windfall with family members. She also plans to travel – South Korea, Japan and Vietnam are on her list of destinations. She said her phone has not stopped ringing since news of her win spread. She added that she will use a portion of the money to purchase a new house for her children. In addition to the monetary rewards, she says the win has brought her lots of attention from friends and strangers alike. “My life has changed so much,” she said.
