Private business interests with ties to the country’s ruling elite are behind these sales, the minister said. Those businesses pay the state lottery enterprise millions of kip in taxes but make little profit, he added. The ministry hopes to regain control of the national lottery, the official said. In the meantime, he urged people to buy legal lottery tickets from the state-owned lottery enterprise.
