Lotteries are games in which a number is drawn or chosen at random to win a prize. In some cases, the prize may be a cash sum, goods or services. Many lottery games are run by state government agencies, while others are private or charitable. The Minister of Justice argued that this was illegal, but the Montreal appeal court disagreed.

Currently, the state-run New Zealand Lottery enterprise operates four games: Lotto, Instant Kiwi, Keno and Bullseye. The profits from these games are distributed through the Lottery Grants Board to Sport and Recreation New Zealand, Creative New Zealand and other statutory bodies that support community initiatives. Applicants must submit their entry before the deadline for each lottery to be eligible for the drawing.

Although gambling is illegal in Laos, there are Special Economic Zones that allow casinos to open and offer their products and services to international players.
