Lotteries in Laos are rigged and winners are often denied large pay-outs, according to several sources who spoke with RFA’s Lao Service. They said that winning numbers in national drawings sometimes appear and disappear from purchased tickets, while other numbers are deemed unlucky. One example occurred on Oct. 14 when the winning number appeared on some tickets as 509, but then suddenly disappeared during the drawing and reappeared only 10 minutes later as 134.
Finance Minister Bounchom Ubonpaseuth told parliament recently that illegal lotteries originating from foreign countries are being sold online in Laos even though the country has its own legal lottery. He warned that authorities will take action to regulate the operations. He added that investment is needed to develop a system to trace those selling illegal lotteries online. Dokkeo, a 33-year-old who won the national lottery in June this year, told RFA that she would spend some of her prize money on a new house and that her family is her priority. She also wants to travel to South Korea, Japan and Vietnam.
