There are also illegal lotteries in the country, a practice that has been boosted by the popularity of online gambling. While gambling is technically illegal in the country, there are Special Economic Zones where casinos operate and offer a variety of casino games to players. In addition, Laos citizens can play in numerous offshore online casinos without fear of getting caught.

Government officials have acknowledged that the problem of illegal lottery operations is difficult to address because it takes place largely online. In response, the Minister of Justice and Home Affairs Bounchom said that a committee had been formed to deal with this issue, but more investment is needed to develop a system to trace those who are running these illegal lotteries.

In New Zealand, the national lottery is operated by an autonomous Crown entity called Lotto New Zealand. Profits from the lottery go to the New Zealand Lottery Grants Board, which then allocates its allocations to a number of charities and community organizations.

In the communist nation of Laos, lottery officials are rigging the system to avoid large pay-outs, sources in the country tell RFA’s Lao Service. In recent drawings, winning numbers have mysteriously disappeared from purchased tickets or have changed before the drawing is held. For example, the number 509 appeared only as a “5” on tickets sold throughout the day of Oct. 14 this year, while the actual winning number was 509, a source in Vientiane told the service. The source said that private business interests in the country are responsible for rigging the lottery and that a government-controlled agency should manage the national lottery instead of allowing it to be controlled by private business interests.
