Laos officials are rigging the national lottery by manipulating winning numbers, sources in the communist nation tell RFA’s Lao Service. The lottery drawings, held three times a week, often show numbers that vanish from purchased tickets or are considered unlucky, the sources say. The official in charge of the lottery denies these allegations, saying that it is impossible to control every ticket sold.
But some people do buy foreign lotteries, which are illegal in Laos. The government is seeking investments to develop a system for tracing those who sell or buy the tickets. A minister recently told lawmakers that the ministry would crack down on those selling and buying foreign lotteries in order to prevent them from luring local people into habitual betting. Currently, the state-owned Loterias y Apuestas del Estado earns about 20 billion kip a year from lottery sales. This is significantly less than the amount it earned when it was issuing lotteries as frequently as four times a week and running an additional scratch lottery.
