The government is working to regulate illegal online lottery operations that are selling foreign countries’ lotteries in Laos, Finance Minister Bounchom Ubonpaseuth told lawmakers. He said that these foreign lotteries are being sold illegally in Laos even though the country has its own legal lottery. He said that the ministry is seeking investments to develop a system that can trace those who are selling these illegal lotteries.

Lottery officials in the communist nation are rigging the national lottery, limiting winning pay-outs and manipulating the results of drawings, sources in the capital Vientiane tell RFA’s Lao Service. They often change the numbers on purchased tickets to make sure that they don’t have to pay large sums of money, the sources say. They also make sure that winners aren’t able to win too much and discourage them from buying more tickets.

A lottery winner from the capital Vientiane, Dokkeo Souksavanh, who won a prize worth more than 1 million kip in the last drawing, said that she will use her winnings to buy a new house and to help her family members. She will also spend some of the money to travel—to South Korea, Japan, Vietnam, and other places she has been wanting to visit.
