Lao players have begun to suspect that lottery officials are rigging the system. Drawings, which are held three times a week, sometimes show numbers that mysteriously disappear from purchased tickets. For instance, the number 509 disappeared from tickets sold throughout October this year after large numbers of players sought to use it for their winning tickets. A lottery salesman told RFA’s Lao service that the Thai-based Insee Trading Company that runs the lottery knows what numbers are bought, allowing its executives to manipulate the drawing results.

Other complaints include questions about the weight of the lottery balls. One Vientiane resident claims that the heavier balls fall down the hole more quickly and therefore are more likely to be chosen as winners than lighter ones. A finance ministry official serving on the committee that oversees the lottery dismissed the accusation, telling RFA that the committee double checks the ball weights after every drawing.

Despite its small size, the New Zealand lottery has a big impact on the local economy and is the country’s biggest source of charitable funding. Its proceeds are used for a wide range of social and sporting activities, from preserving the environment to promoting education.
