The legal status of lottery games in Laos is complicated. While gambling is illegal in most parts of the country, a number of Special Economic Zones have been leased out to foreign investors. These zones offer casino facilities where visitors can play popular games like roulette and poker. The Laos government is now looking to regulate and address illegal lotteries that lure people into gambling addiction.

Despite these restrictions, local people still participate in the lottery by purchasing tickets from unauthorized vendors. These vendors often purchase lottery tickets from overseas. They then sell them to locals for a profit of up to 10 000 VN-Dong (40 US-Cents). Locals prefer these illegal lotteries to the socially detested act of begging. On lucky days, a single-mother lottery ticket seller can make up to 230 000 VN-Dong (9.5 US-Dollars), enough to keep her and her infant son alive.

The lottery is the most popular form of gambling in Laos. The main source of income for the government is from the sale of lottery tickets, although there are other sources of income as well. In addition, the government is seeking to legalize online gambling and impose taxes on its operators. However, this is a difficult task because of the lack of regulatory measures and the difficulty of tracing illegal activity.
