Despite the apparent success of lottery programs, corruption and fraud persist. In the communist nation of Laos, officials are rigging the system to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings often show numbers that are not shown on purchased tickets, and winning numbers frequently disappear from the drawings. Moreover, a large percentage of the lottery’s work is contracted to business interests linked to members of the country’s ruling elite, the sources say.
