A government official speaking on condition of anonymity told RFA that the business interests that operate the lottery are largely composed of members of the ruling elite and their families. He added that the state does not know how much the businesses pay to run the lottery, and he says that government officials do not inspect its operations. Nevertheless, the official said that the lottery should be 100 percent managed by the state because it is important to the country’s development. The government should also make sure that the money is used for the purpose intended, he added.
