Lottery officials in the communist country of Laos are rigging the system, with winning numbers often appearing only on tickets purchased throughout the day after the drawing and then disappearing from them before the next drawing takes place, a source told RFA’s Lao Service. In a recent instance, the number 509 appeared as the winner in a drawing on Oct. 14 but then disappeared from tickets sold throughout the day. Private business interests with a stake in the lottery are primarily controlled by members of the ruling elite, the source added.
