Lottery online is the practice of playing games of chance where players can win cash prizes by matching numbers or symbols. In that year the Liberal government introduced a special law (an Omnibus Bill) to bring up-to-date a number of outdated laws, including the one on lotteries. Montreal mayor Jean Drapeau took advantage of this opportunity to launch a voluntary tax whereby for $2.00 a player could enter a monthly draw for silver bars. The Minister of Justice alleged this was a form of lottery and that it contravened federal law. However, the Montreal city council refused to stop the draws and they continue to this day with players from across the country and around the world.

For poor Vietnamese citizens selling lottery tickets is often the only way to earn a living. They prefer it to the socially detested act of begging and can make up to 230 000 VN-Dong ($10 US-Dollars) on really lucky days. Even on less fortunate days, they can still make enough to survive as the story of Huong, a single mother from Saigon, shows.
