These include the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut). In Laos, the legal status of gambling is somewhat complicated. Although it is considered illegal, there are Special Economic Zones throughout the country where casino games like blackjack, roulette and poker can be played.

There are some concerns that Lao officials are rigging the national lottery in order to avoid paying out large prizes to winners. For example, the winning number in the Oct. 14 drawing was 509, but this number mysteriously vanished from purchased tickets throughout the day of the draw. Moreover, business interests with a stake in the lottery have connections to the country’s ruling elite, a source told RFA.

In countries where public disclosure of lottery winners is required, some lottery winners choose to hire attorneys to set up blind trusts for them. This can help them avoid scams, jealousy and other disadvantages associated with claiming big prize money in the open.
