Officials in the communist nation of Laos have been accused of rigging the national lottery system, which pays out prizes based on the numbers drawn. Drawings frequently show numbers that are not shown on purchased tickets, or that vanish from purchased tickets. For example, the winning number 509 in a drawing on October 14 this year appeared only as a five on tickets purchased throughout the day of the draw.
Those who run the national lottery are mostly businesspeople with connections to the country’s ruling elite. One government source who spoke on condition of anonymity told RFA’s Lao Service that some business interests with a stake in the lottery’s work pay annual fees to the government for the right to manage the lottery. But the source added that the government should resume control of the lottery because private business interests are not trustworthy. He also cited concerns about the integrity of the drawings.
