Each of these lotteries is operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions – Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Manitoba, Yukon, Northwest Territories and Nunavut) and British Columbia Lottery Corporation (British Columbia).
In Laos, where the state runs the lottery, lottery officials are accused of manipulating the results to avoid large pay-outs. Sources in the communist nation say that numbers that appear frequently on purchased tickets are often omitted from the results of the national drawing. For example, the winning number for the Oct. 14 drawing was 509, but that number mysteriously disappeared from tickets sold in the capital city of Vientiane.
