Lotteries are a popular source of state and national revenue in many countries around the world. They are regulated and operated by state or territorial government-owned organizations, as well as private companies. Many of these entities sell tickets in brick-and-mortar stores and through the internet. Instant lottery tickets, or scratch cards, are a popular way to win a prize in some jurisdictions. Lottery winnings are taxed differently by each country. In the United States, most winnings are taxed at a federal level and some are taxed at a state level. In Canada, the legality of lotteries was debated in 1967 when the federal Liberal government introduced a bill called an Omnibus Bill that was intended to bring up-to-date a number of obsolete laws. At the time, Montreal Mayor Jean Drapeau was trying to raise money for the city’s World’s Fair and a subway system and proposed a “voluntary tax” wherein players paid $2.00 to be eligible for the monthly draws. While the Minister of Justice argued that this was a lottery and contravened the law Drapeau replied that it did not.
A Lao state official speaking on condition of anonymity told RFA that a majority of the companies responsible for the national lottery are owned by business interests with connections to the country’s ruling elite. The officials said that the government should resume control of the lottery because the drawings cannot be trusted. For example, on October 10, the winning number was announced as 134 but it changed only 10 minutes later to 662.
