Winning numbers that appear on purchased tickets during the drawings vanish from them at random and are replaced with unpopular numbers that do not pay well, they tell RFA’s Lao Service. Private business interests also take over the operations, but these companies’ ties to the ruling elite are not known, and their work is not inspected, they add.
